Against this backdrop, the Hindu Mahasabha’s call for a citywide shutdown has exacerbated tensions in Gwalior. Furthermore, other organizations have joined the protests, prompting concerns about potential clashes and disruptions during the high-profile cricket event.
To maintain peace and prevent any incidents, Gwalior’s district magistrate and collector, Ruchika Chauhan, has invoked Section 163 of the Bhartiya Nagarik Suraksha Sanhita (BNSS), replacing the British-era Criminal Procedure Code (CrPC). This move aims to ensure public safety and preserve the city’s harmonious atmosphere.
To maintain peace and prevent potential incidents, the district magistrate of Gwalior, Ruchika Chauhan, has enforced prohibitory orders ahead of the highly anticipated T20I cricket match between India and Bangladesh. The orders, which will be in effect until October 7, aim to ensure a safe and incident-free event amidst mounting tensions and protests.
The prohibitory orders specifically target actions that could provoke unrest or violence. This includes a ban on protests and the circulation of inflammatory material, particularly on social media platforms, where the potential for rapid dissemination of provocative content is high. In addition, gatherings of five or more people are also restricted under these measures.

The organizations have taken to the streets, organizing processions, burning effigies, and demanding the match’s cancellation.
As a result, District Magistrate Ruchika Chauhan has invoked Section 163 of the Bhartiya Nagarik Suraksha Sanhita (BNSS). This legal framework replaced the British-era Criminal Procedure Code (CrPC), which imposed these prohibitory orders. Over 2,500 police officers have been deployed throughout the city and around the Madhavrao Scindia Stadium, where the match will occur, to ensure that the event remains incident-free.
As the situation in Gwalior remains tense in the lead-up to the India vs Bangladesh 1st T20I match, the district magistrate has taken further action to maintain peace and order. In addition to prohibitory orders already in place, the administration has specifically addressed using social media platforms to incite religious sentiments and spread inflammatory messages.
According to the orders, any individual found using social media to disrupt the match or incite communal tensions will face legal consequences. Moreover, displaying banners, posters, cutouts, flags, and other materials containing objectionable or inflammatory language is strictly prohibited.
The administration has also restricted the use of firearms, blunt and sharp weapons, such as swords and spears, and combustible substances, including kerosene, petrol, and acid, within a 200-meter radius of all buildings.
Around 1,600 police officers have been deployed for security and traffic management to ensure the safety and smooth traffic flow during the event. The match, which will occur at the Madhavrao Scindia Cricket Stadium, marks the first international cricket match held in Gwalior in 14 years.
